First off start with the simple stuff.
Check the mic for broken wires.
Then check the p.a. switch
Next check for bad solder joints
Then do a p.a. test to see if you have tx audio,do this by
plugging an external speaker into the p.a. jack, put the radio
in p.a. mode, and speak into the mic and see if you have tx. audio.
Then if all this is good.Check and see if the rx/tx light changes
from green to red.If so the diode you speak of is o.k.,also the
rx/tx switching transistors are o.k.
Next start checking the voltages of the driver and finals
Also check the voltages at the audio chip.
Also check the voltages at the modulation amp.
You will need to give us your voltage readings, for us to help
any farther.Q54,Q55 is the mod amps.,IC-8 is the audio chip.,
and Q47 And Q49 is the final and driver.Check your voltages
at these devices and relay them too us.

Q55 13.5-2.1-.01-0-1.2-1.2-0-0-6.8-10
Q47 0-.62-0
Q49 0-.73-0
