One or both of the 2sc2290s on the amp board are probably shorted.

Im not trust any transistor tester when i work with the 2SC2312 or the 2SC1969 transistors. In sometimes the transistors read "Ok" when is really bad and i have three different transistors testers.

Psssss; And you have to test your amp final transistors, because with 1 watt of output you should have about 30 to 50 watts of output in your base.

When you hit the PTT the relay of the amp works ok?
