low modulation & watts cobra 148 gtl st

Test gear available:swr watt modulation meter, volt meter and freq counter
Symptoms: low modulation
What is working: everything seems to be working just low modulation around 60%
What has been tried:changed driver and final not much help, gain about a watt but no extra modulation
Did it suddenly happen ?: unknown just recieved this radio
Anything else that may be of help?: readjusted driver and final bias no help there either
