Problem sorted guys :D , checked all relevant resistors all ok, then started checking relevant caps and found a dead ceramic! C22 .047uf (first dead one Ive ever seen?) and replaced that with a decent high Q mylar version from my electric guitar tone junkie parts then found C24 listed as 39pf had been replaced with a 27pf so swapped that out with trimmer cap to test and swung it on TX, the TX frequency easily swung from the old UK 27/81 FM -3.7kHz off-set back to the proper 5.0kHz ending, C22 and C24 are part of the fixed bias parallel feed for the clarifier from Q4 for anybody who is interested.
