Superstar 3900 weird issue

Radio Make and Model: Superstar 3900 (single final)
PCB Number: EPT3600-14B
PLL Number: ?
Test gear available: multimeter, test light, bench counter (O-scope if I ever get it back)
Symptoms: radio will not turn on. ALL grounds good HOT (+) if power is applied to the unit, Basically all pins on all ICs, regulators and transistors all get 13.8v

What is working: nothing

What has been tried: tried desoldering audio IC, and transistors as well as the protection diode... nothing, also tried powering on with the bias board removed... nothing

Did it suddenly happen ?: radio was purchased this way for $10
Anything else that may be of help?: there is no continuity between the + and - connectors on the power plug... yet the chassis and all metal parts have a 13.8v+ reading when power is applied
