pace-8010-tx problems

hey guys,i got a pace 8010 today,another ebay garage sale item.it has a board in it,im not at all familer with.it is the white plastic case radio,looks like something that might have been used in a boat maybe.weird mounting bracket.it does not transmit at all.it shows it is keying up according to the meter in the radio.but it is not putting any power out,on my watt meter-0-also the receive sounds allittle fishy to me,ha ha kinda a retuntant statement i guess,fishy boat,oh well..it does receive but like i say.some of the channels sound like there receiving on same freq.also when you first turn it on the recieve is real weak,but as it warms up the recieve gets better.i have checked for bad solder connections with no sucess.started to change out the finals,but decided before i do .id see what the pros think.....the pc.board does not have a number on it,odd ball i guess.anyway maybe someone has a dealing with one of these oddballs.....thanks guys............ramblinman
