Sorted now
The upd2814 does work, but requires +5v to the Binary programable inputs rather than 0v hence why it was stuck on ch40, modified the channel selector slightly and bingo works fine.

I found the follow info on this site about changing the 2824 PLL for the 2816, i dont have a 2816 only a 2814 which according to the specifications its the same PLL, however when i changed it the set was stuck on one channel (received and transmitted on the one channel so PLL must be ok) will the 28...
