I have this same problem, when checking the swr's I set it to cal and at times it will not let me adjust it to the cal setting. I can turn the knob full clockwise and it will only go as far as 3 on the meter. then I switch to sur and key up it may swing to 1 at the highest freq on 10 meter I get a 3...
