Radio Make and Model: RCI 2950 (non DX)

Test gear available: Bird 43p, voltmeter, RF Signal Generator, other things
Symptoms: Turns on in PA mode and there is no way to get out of it.... Radio will eventually allow you to use it....
What is working: Works very well when not stuck in PA mode.....
What has been tried: Visual inspection so far....
Did it suddenly happen ?: Yes....
Anything else that may be of help?: I know nothing about RCI 2950's and have never owned one.... This is my first 2950 and it works great and has plenty of power.... This issue only happens once in awhile when you first turn it on....
