Help with Palomar 225

Palomar 225 I purchased is acting weird. When hooked up to my radio it is lowering the deadkey to less than 1 watt. It does not matter if amp is on or off. I also noticed that I lose about 2s units of receive when the amp is connected. When powered up it does work, but with low poweroutput. 1watt (low) 10watts(med) 30Watts(High) The pre amp does work, but all it does is bring the receive back to it's normal state without the amp hooked up. There was a blown resistor that I replaced, but it did not help. I swapped relays around thinking one might be bad. Unit still does the exact same thing. I am thinking there is something wrong in the input section as it is dropping the radios deadkey to .25watt from3 watts. Any help would be greatly appreciated. Thanks!
