Verry low receive volume on USB,LSB

Test gear available: VOM,VTVM,Bird43p,Freq meter
Symptoms: With the volume turned up all the way you can carry on a conversation with someone if you listen verry carefully.
The USB,LSB,CW receive INOP. I cant see any S-meter movement on receive.
What is working: The receive/transmit works fine on AM,PA,FM, all Knob functions work just fine except the light dim button doesn't work.

What has been tried: chked Q44,Q16 they work fine and Iwas hoping that some one could help as far as what to chk next. This is my first post so dont hit me pls.

Did it suddenly happen ?: Yes turned on the radio and on receive on USB,LSB.
Anything else that may be of help?: No
