robyn am-500d channel mod

got this radio from a friend with a channel mod in it already but it is stuck on frequeny no matter what position switch is in. pc board # is198-ab and has the 858 pll chip. if i take out the mod frequency switches fine. it has a SPDT switch. the middle leg is soldered to pin 19 and trace is cut to channel select with a 3.3 kohm resistor between the two. one outer leg is soldered to ground and the other is solder to trace on pin 21 which is also cut between channel select. does this sound right or is something wrong here. thanks
