Ok the fault is not in NB circuit.
The fault is in the ANL circuit, I should have remembered this circuit is not used in SSB mode.
Check, D16, D17, D18, and C57, It may be D18 is leaking, it probably best to just change all the parts and see what gives.

Check the voltage at each side of L11 in FM TX mode, if no volts check the mode switch as you may find a broken wire or a bad mode switch.

I do not think it is Q36 as it is only used in AM mode. I think you need to check if there is 13.8 vdc at the collector of Q9 and Q10 in FM TX mode. TR54 is only switch on in the FM mode. Have you removed the finals as they was bad? I think you need to gover the voltage chart again. Do not go of the Galaxy Saturn voltage chart as it as a few errors. All test should be done with the jumper board out and the RF power control to fully CW. The voltage are not right, so before you do any more reset VR13 in AM TX so the voltage at TP9 5.60 volts with the jumper out.
Then check the voltages at TR49, TR50, TR51, and TR52 in AM TX with the jumper out.

If so then it looks like you have a bit more than just the finals and TR51 bad.
I would check the voltages at TR49 and TR50 in AM TX with the jumper out.
