Trc-457 very low tx, Checked all usual probs!

Hello all.
Anouther new guy here, My problem is with a TRC-457, the usual suspects have been checked or addressed and still the radio won't transmitt past 1/2 a watt on am and very little on ssb.
final,driver and voltage reg have been changed, as well as the tantalum cap c179. bias on the finals has been set to spec and I've tryed tuning l37 thru l32 still no results.
I checked r199 and r179 no problem.
however when I tried to adjust the bias on the driver the vr sparked when set all the way to the right, actually it started to burn as if the current was to high. I don't know what else to look at can someone please help me !

SORRY the pll is a D858 and the pcb# is 385

What is the base voltage in TX in SSB and AM? and what are the volts around TR40 in TX in SSB and AM?
